Tyre width estimation? advice needed please

Is there any way of knowing what width a tyre will be on a rim without buying it and trying it on?

Ideally Id like to get some 700x28s and I know that I used to be able to run these on my previous wheelset with my frame but the new wheels Ive got are wider (19mm internal)

No, there' s no way to be certain except if you find someone with the exact same combination and setup.  Purchase one, mount it and see if you've enough clearance left.  If it's a matter of 1-2 mm  remaining then I'd walk away if it were me.

on my 18mm internal rims, conti 4000s 23mm are 26mm and 25mm are 28mm.

depends on tyre, some tyres come up significantly, some less so. A 28mm Panaracer EVO L  comes up 31mm on an 18mm internal H+Son TB14 at approx 95psi.

There's probably a chart somewhere.. but 'not really' is the answer.. some 28mm tyres are larger than others..  I'd 'estimate' that you'd be looking at a 31mm width with 19mm inner width.
