Hmm - I'd say the primary hazard was the car, or rather, the guy driving it.

If that had been the MET, the tape no doubt would have been 'lost', if the MET had rammed a cyclist in a well lit street killing them in the process and driving on without a bye or leave, they wouldn't have charged their driver either, natch.

Amazing the difference between two forces and hopefully a lesson for all drivers, you could think that the 6 points is a bit high given that they were clearly focused on giving the cyclist a load of room and took their eyes off the ball elsewhere but if that was a pedestrian refuge with someone standing there it could easily have been a fatality.

We can only hope that the punishment for that level of driving is meted out to all but it's doubtful.
