A legal e-bike is slower than a pushbike so it's ludicrous to try to force riders to wear a helmet. 

It's only we British obsessed with a cycling uniform when it's mostly elbows and knees get injured in a fall 

If you're extreme cycling, illegal on roads anyway, I could understand it, but popping to the shops , a helmet is a hassle.
