And a valid MOT certificate if it's old enough.

I would *love* to go into an MOT garage with a bike and ask them to test it.

Why is my car capable of 155 mph when that is a totally ridiculous and illegal speed and relies on the driver to operate it within the law, but when it comes to a 28mph bike, that's not ok apparently.

I don't see why the limit couldn't be raised to maybe 32kph/20mph; that's a speed that most road bike cyclists will be going at on the flat anyway.

Maybe the ones you know. I don't think 'most' are.

"The S-Pedelec UK registration is not confusing.  It just requires a few additional items, display showing MPH, a mirror, brake a light, reg plate mount with light for plate.   Proof it wont exceed 28mph- done with gearing"

And a V5C. And a motorbike helmet. And insurance. And proof of tax, even though it's free. And a valid MOT certificate if it's old enough.

The arguments against raising the assisted-speed limit often seem to be about potential conflict on shared paths, but only a small proportion of cycling is on such paths, and as with cars it's up to the person controlling it to ensure it's used safely.  I don't see why the limit couldn't be raised to maybe 32kph/20mph; that's a speed that most road bike cyclists will be going at on the flat anyway.

If the bike comes with 'Certificate of Conformity' then its even easier with restricted MVSA test.  Only testing certain aspects.
