These scooters were all over Paris in the summer. It seemed to be a very popular way for young go-getter types to get to work. I thought at the time that they wouldn't be allowed in the UK.
This is how all this 'e-transport' will end
As I understand it the big difference between these and an E-Bike is the fact that the scooters can be self propelled while an e-bike (UK legal) provides electric assistance but must also be pedalled.
This self propelled restriction is also what stops the Segway being legal on UK highways even if they are speed and power restricted.
police calling them "extremely dangerous" yet only has a top speed of 13mph, yet an HGV driver or a bus, car et al coming within inches of a cyclist is not even worthy of a FPN, fuck off, yet more cretinous bullshit. And what speed was "high speed" exactly when restricted, how fast is that compared to motorvehicles and how much kinetic energy, yeah thought so you lying fuckers!
For all the bullshit about not having manpower they sure as hell manage to target those that do the least amount of harm on our roads.

Its not on the road though is it? at least in my experince they are used on the pavements and not terribly friendly, ie buzz past folks.

Number of deaths caused by that mode of transport? Zero? Moral panic over fuck-all.
Meanwhile, around 400 peds are killed by cars/trucks/lorries each year (10%ish of those on the pavement).
But yeah, let's devote resources to the kid threatening to do 13mph on the mode of transport that kills nobody.
They're not very safe for the user since the small wheels drop into potholes easily. A bloke near us has one and whizzes up and down the road regularly. If he keeps it up it'll only be a matter of time before he A: hits a pothole and takes a spill B: gets taken out by one of the local speeders in a car C: gets stopped by the cops.
I think he's a bit of an arse but I hope he ends up with option C for his sake.
Except that a cyclist riding on the pavement at only 10-15 mph could reasonably be expected to be crucified at the next public square...
So the Halfords description states " range of between 9-11 miles making a great way to get to or from the train station or work."
It then gives the warning that these scooters cannot be used on the public highway and only on private property with the owners consent..
Since when have train stations been accessible from anything other than the public highway? What percentage of the working population have their employment on private land that they both live and earn their living?
Surely this is mis-advertising and against the consumer protection act which, I believe, says that you cannot mislead or harass consumers by making false or deceptive messages.
They've changed the wording! It’s now a “great way to get around” rather than mentioning work or the train station. Still, a bit dubious...
Many Thanks for that info. I'll pass it on to him as most likely the laws, if yet outlined, are the same or similar in Dublin as UK.
Last we spoke he said he was unsure what the situation was and seemed it was a bit of a grey area yet was continuing on (although a little nervously) since he was yet to be questioned.
Unfortunately I don't recall the brand of the bike now, but I do remember he said that when sold they go about 20 mph max (perhaps he meant 15, in line with the 15 limit you referenced) but that there is a simple instant and cost-free way to switch them to go about 10 mph faster.
And yes, I do agree it's bad of Halford's or anybody else to suggest the scooters you mentioned are good for going to work and then mention in small print it's illegal.

In brief, nope not legal if it assists up to 35mph. Basically it’s classed as a motorbike unless below 250W and assist up to 15.5mph only.
Less likely to get pulled by police if you are sensible, as it could pass as a legal Ebike. Whereas electric scooters are easy to spot and a definite no-no.
That's interesting. In the UK are these newly popular foldable Electric bikes legal to drive on normal roads?
I have a friend in Dublin who has been driving his few miles commute to work and back on one 5 days a week for almost 2 years now. No insurance and has yet to be stopped ever by police. He said it goes up to about 35 miles an hour and it's the best purchase he ever made for about 300 or so quid from China.
