Is this a recommended cycle route (Redcliffe Square pavement, London)?
The sign is "recommended route for pedal cycles".

This is what was left of my bike after being hit in 2018. Impact speed was around 60mph as both myself and the car were doing 30mph each....

When I moved to Brum back in 97 and purchased the incredibly useful cycle map of Birmingham there were a lot of roads marked not as cycle routes (quite rare) but as recommended for cyclists, quiet residential, often with modal filters, and then to Reading in 03, the council pamphlet showed quieter streets.
But of course with the advent of universal sat nav most streets unless blocked become rat runs, whose runners are the most impatient of drivers.
No, the road is the recommended route, they just haven't got round to putting as post in the middle to block it like they have for the pavement.

The road sign shows it's a "route recommended for pedal cycles on the main carriageway of a road".
(Odd. Nothing special about that, surely? Pedal cycles can ride on most main carriageways in urban areas, especially ones that look like that).
The highway code often misses some key bits out when translating from the legislation. As brooksby says, it refers to the road:
