Sportza is normally good for the spring one day races and isn't geo-restricted (or whatever the term is, I'm sure you know what I mean anyway)
Online stream definitely the way to go - should be some legit ones from Dutch/Belgian tv stations.
I watched Omloop with Flemish commentary last year on some Belgian website - its surprising how many words you can pick out. It will be incomprehensible for 30 secs, then you'll hear a phrase like "chase down the breakaway" or "Sky controlling the peloton" in perfect English! I found it entertaining anyway...
