Yes there is some OK stuff on AE - how bad can an "occasional use" screwdriver be? But the vast majority of it is knock-off/cheap tat. I sure as hell wouldn't buy an eBike conversion kit on Ali Express.
It might be fine (how can you tell?), but if it's not it could burn your house down. Doesn't seem worth the risk.

On the Chinertown forum someone asked questions about that very frame over 4 years ago and nobody posted anything in reply https://chinertown.com/index.php/topic,2899.0.html but there are a few red flags such as only sold by traders and an unknown brand. The forumites seem to rate Seaboard as the pick of steel / metal frames (e.g. https://www.aliexpress.com/item/1005004938064870.html) but they are much less retro. But its a different market, carbon and to a lesser extent titanium rules.

I've bought loads of great stuff from AliExpress over the years, it's not all knock offs and tat. Carbon wheels from Elite Wheels, ZTTO rotors, RideNow TPU tubes, loads of specialist tools I'd never have thought to buy at Park tools prices.
However, all of this is covered in way more depth (and with way less cynicism) on the Chinertown forum or TraceVelo on Youtube. They've got threads and threads to trawl through, it's a veritable goldmine of information.
Sounds like spam... which bike was used for the kit, please at least post pictures with the end result.
Only buy on Aliexpress if you can justify financially supporting intellectual property theft.
