We already know that even when the motorway is live the hard shoulder is far safer than urban roads in any case so why waste time on a non event when you're already happy to ignore actual assault against the person crimes?.

To be fair, it depends what the 'investigation' consists of.  I suspect it's a word that gets used very loosely.  It might not mean much at all here.

But, yeah, it would be strange, at a time when we are constantly told the police lack resources to follow up any number of serious crimes, to put any resources beyond a PCSO asking whatever witness there were if they knew the chap,  into this particular investigation./
