Thank you everyone that replied, I thought this would be the case but wanted some reassurance.
Hi. Totally different manufacturer - Campagnolo - I am running a full 11 speed setup with 10 speed cranks and no problems at all.
Before I bought an 11sp bike, I had a 10sp one and I bought an 11sp crankset which ran with the 10sp rear derailleur no problem. I had been meaning to transfer the crankset to the new bike but lol, I was offered 2nd hand 11sp Dura ace.
I ran an 11spd chain on the 10sp cassette but I dont think it is a must. I've ran a 11sp chain on a 10sp crankset before. The internal dimensions of a chain are identical and it's only the side plates that are of different thickness to allow it to fit a rear derailleur.
Just to agree with the others, there's no problem using an "11 speed" chainset on an otherwise 10 speed set-up. Chainsets, especially doubles, aren't too fussy about "speeds" - you could just as well use a 9 speed chainset.
If you want a 10sp specific chainset then Tiagra 4700 will work but so will any 11sp chainset. No need to buy an 11sp chain. All that differs between 10 and 11sp Shimano chains is the thickness of the outer plates, the pitch of the chain and the roller thickness is identical.

You can certainly use a Shimano 10 speed double crank and chainrings with Shimano 11 speed chain, derailleurs, shifters and cassette. These guys say you can run 11 speed chainrings with 10 speed drivetrain. https://www.bikeforums.net/road-cycling/967207-using-11-speed-crankset-1...
I've been using a 10-speed Ultegra triple chainset with 11-speed chain and cassette for years, without any issue at all. Triples are probably more demanding than doubles, of chains, so you shouldn't have trouble.
On the other hand, I also have a 10-speed DuraAce triple and that has the issue that it's chainring spacings are just a bit different than those of even other Shimano chainsets of the same "speed" and era. Using chainring other than DA chainrings on DA crankarms seems to require some fiddling with exra thin washers to get the spacing right.
