Don't know about bike bags, but what about a custom size cardboard box? Just collapse it and store somewhere while riding.

But its much bigger than I need and a little to big to go on a train
How about a standard bike bag? It will just slide inside if its a flexible type. Then you can just roll it up and zip tie it till your ride is done and Voilla.
